Orsk residents voiced their grievances to Putin regarding the local authorities, despite warnings from the prosecutor's office. The video appeal was released by the 'Your Orsk' public group on April 9.

In their message to Vladimir Putin, Orsk residents highlighted how they took matters into their own hands, organizing evacuations and purchasing water and essential items for those affected by the flood. They pointed out that emergency workers were ill-prepared for the disaster, even relying on locals to provide boats. Additionally, flood victims expressed dissatisfaction with the living conditions at temporary shelters and the surge in hotel prices.

Residents of Orsk urged Putin to solve the housing issue by September, stressing that without his involvement, local authorities would fail to address the problem effectively.

On April 8, Orsk residents staged a rally near the town administration building to express their discontent with the local authorities' handling of the flood aftermath. They also criticized the inadequate compensation offered for their damaged homes, as the regional government was only willing to provide between 50,000 and 100,000 rubles (approximately 540-1080 USD). Subsequently, Governor Denis Pasler pledged to construct a new dam to replace the destroyed one and provide financial assistance to affected individuals and businesses.

Shortly before the rally, the prosecutor’s office warned residents of potential punishment for unauthorized protests.
