On April 24, 2018, the Kirov Regional Court considered the cases of two participants of the protest rally boycotting the elections (January 28). Earlier, the Pervomaisky District Court of Kirov punished each of these participants with a 10 thousand rubles fine.
The regional court, unlike the district one, listened to the arguments of the defense that the participants did not know about the incoordination of the action by the city administration. Neither before nor during the event the police officers did not inform the participants of the protest about this. As a result, decisions on fines were recalled.
Will the police officer Yelkin, who drafted protocols on innocent and unsuspecting participants in the action, apologize to them, as required by Part 3 of Art. 9 of the Federal Law "On Police"?
This case once again proves that police officers do not know all the laws necessary for their job.
And finally, one more example: on the video, the police officer is not wearing a badge in a puplic place and considers, that he should not introduce himself (contrary to part 5, article 5 and part 5, article 25 of the law "On Police"). On this fact, an appeal was sent to the Ministry of Internal Affairs of Russia for the Kirov region with a demand to bring him to disciplinary responsibility.
