Kotlas court fined an activist for trying to stop a lift truck on the construction of landfill for Moscow garbage at Shies station

Kotlas city court has fined activist Stanislav Mokretsov for 10 thousand rubles because he tried to stop the truck on-site landfill at the train station of Shies in Lensky district of Arkhangelsk Oblast. It was reported by Telegram-channel «Pomorye — ne pomoyka!» («Pomorye Is Not a Dump!») on July 15.

The court considered that Stanislav Mokretsov had violated Article 20.2.2 of the Code of Administrative Offences, concerning violation of public order.

According to the channel, Mokretsov was fined for the events that occurred at the station on May 10, 2019, when two helicopters tried to unload diesel fuel for construction equipment at the site. Opponents of the landfill construction tried to prevent this, but the unloading was guarded by employees of the private security company "Garant". As a result of the conflict with one of the guards, one of the activists was taken to the hospital with suspected concussion.

This is not the first protocol under Article 20.2.2 drawn up against eco-activists. Police officers make reports against members of the eco-watch — the camp of environmental activists, because their actions are not subject to the law about rallies, as they are not public events. Earlier, the court fined Vasily Korovinsky for participation in conflicts on May 22 and Oksana Gruzd for incident on May 27.


Landfill construction at the station of Shies in Arkhangelsk Oblast began in the summer of 2018. The industrial facility was to receive and recycle household waste from Moscow and Moscow Oblast. From the first days of construction, residents of Arkhangelsk Oblast and the Komi Republic began to protest against it. Activists have organized an eco-camp — eco-watch — to indicate the law violations during construction work and prevent the builders' actions that they considered to be illegal.
