Arkhangelsk authorities forbade holding a rally in memory of Boris Nemtsov at the Solovetsky Stone because of the ski master class

The Arkhangelsk city administration refused to coordinate the rally in memory of politician Boris Nemtsov at the monument to the victims of political repression. The event was to be held on February 24, but the authorities referred to the fact that a sporting event would be held at the the Solovetsky Stone. One of the organizers of the rally, the chairman of the Arkhangelsk PARNAS, Yury Shcherbachev, told «7x7» about the refusal of the mayoralty on February 20.

In the answer from the administration it is said that on February 24 the site will be occupied by "a master class of ski training for institutions of additional education." The organizers of the action stated that they consider holding a sporting event at this place blasphemous.

Shcherbachev told «7x7» that every attempt to hold a rally in memory of Nemtsov was associated with difficulties. Usually activists declare action as a rally against political repression. For the first time, the Solovetsky Stone was not a hyde park, therefore, those who came to the event approached and laid flowers one by one. Then the mayor’s office refused because of the chosen theme of the action — political repressions are prohibited by law, therefore, according to the officials, there is no sense in holding a rally against them.

This time, according to Shcherbachev, those willing to commemorate Nemtsov were sent to the outskirts of the city:

"Send us somewhere, miles from nowhere, in the Maimaks area. We will not go there. Four times we held it at the Solovetsky Stone, and we are not going to leave this place. The only place is the Solovetsky Stone. Where else to protest?"


The laws of the subjects of the federation allow the creation of "specially designated places" where coordination is not required for mass public events. Nevertheless, there are cases when administrative protocols were drawn up against the organizers because to holding an event in a hyde park occupied by another action.

Boris Nemtsov, an opposition politician, a deputy of the Yaroslavl Regional Duma, was killed on February 27, 2015 on the Big Moskvoretsky Bridge in Moscow. The court found five people guilty of the crime. According to the court, Nemtsov was killed because of his statement in support of the magazine Charlie Hebdo, who published caricatures of the Prophet Mohammed.
