Three Kostroma activists organized single pickets in front of the City Hall and the City Duma. They urged not to allow the privatization of the building of young naturalists.
Pensioner Tamara Dobretsova and civil activist Andrei Blinov, picketed the Kostroma mayor's office on September 25, and Olga Kazarina went to picket on September 26. They were in the head of the city, Yuri Zhurin and city manager of the young naturalist's center. Accorgin to the activist Tsvetkova, officials tried to dissuade activists from holding a picket.
The city center of young naturalists operated on Myasnitskaya Street since 1962. Classes with children stopped in 2014. Kostroma environmentalists already rallied against the closure of the center in 2015. In March 2017, the city of power decided to sell the vacant building. On May 24, the auctions did not take place due to lack of buyers. Kostroma management of property relations is sure of interest of potential buyers, but the building itself has already fallen in price from 28 million rubles up to 24 million rubles.

On September 19, the Duma economics committee rejected the proposal of the deputy from the "Fair Russia" Alexander Sokolov to remove the station building from the privatization plan. Deputies voted with a minimum overweight in one vote (four against three). Natalia Tsvetkova believes that the issue of e-center privatization is on the border of interests of different circles of power.
