Konstantin Ishutov was beaten by an unidentified policeman at the voting station of Novocheboksarsk. The blogger recorded violations of the early voting procedure during the by-elections to the city municipality.

Ishutov is an authorized representative of the candidate for the municipality of Cheboksarsk Daria Komarova. On August 30, she, along with lawyer Yuri Sidorov, recorded violations of early voting and called Ishutov to make video.

They recorded about ten violations. The police refused to fix a criminal offense. One of the officers hit Ishutov, knocked him on the floor and smashed the camera.

'I called an ambulance, the police did not help me, they just laughed. Another policeman, who saw everything and smiled, mockingly offered to accept my application.'

Arriving physicians suspected a fracture, but the diagnosis was not confirmed. He wrote a statement addressed to the Minister of Internal Affairs with a request to initiate criminal proceedings.

On August 2, bailiffs seized a laptop from the self-nominated candidate Daria Komarova with documentation on her election campaign. On August 18, a criminal case was opened against her for attacking the police officer.

On August 28, Chuvash activists complained to the prosecutor's office for illegal campaigning for a candidate from United Russia at the by-elections in Novocheboksarsk.
