Organizer of the protest meeting in Karelia was warned about inadmissibility of extremism

On February 22, police officers came to the organizer of the procession #NonMeeting Anna Boikova in Pitkyaranta and warned her that she should not violate the law on public events. The action should take place on February 23 in the central square of the city.

According to Boikova, on February 22, at around 5 pm, police officers arrived and gave her a letter from the Ministry of Internal Affairs for the Pitkyaranta district.

"They said that there will be a sporting event and they are afraid of political slogans in the snow. Like, it can be recognized as a rally. Draw hearts?" Anna told. "The action will take place, the girls are ready – we’ll arrive with cardboard, but then we’ll reach the town hall.

In a letter, the police warned the organizer that there should not be extremist activities at the mass event, reminded of the need to comply with Federal Law No. 54 "On meetings, rallies, demonstrations, marches and pickets" and the Code of Administrative Offenses. Anna Boikova was warned about the responsibility for violation of the order at the rally.

"At the same time, I warn you about the responsibility for violating the procedure for holding a public event, blocking transport communications and disobeying a lawful order or request of a police officer," it is written in a letter from the Ministry of Internal Affairs.

Activists from Pitkyaranta decided to hold a non-meeting, during which they want to organize a video walk, a photoshoot with pitchforks, symbolically surround the town hall with round dance, make snowmen on the square and write on the snow in order not to use posters. They decided to hold the action because of problems with snow removal in the city, emergency housing and the threat of closing the college. Residents are asked to come without posters. In order to avoid any problems with the police, the organizers asked to bring rakes, shovels and ski poles in covers.


In the spring of 2018, residents of Pitkyaranta protested against the closure of the college and maternity ward in a local hospital. They made a petition on Change.org. On June 5, Karelian government officials met with Pitkyaranta residents in the assembly hall of the district administration. They failed to agree on anything. After the second meeting on June 19 a rally was held against the optimization of health facilities; it was joined by 200 residents. After the news about the closure of the maternity ward, the head of Karelia, Arthur Parfenchikov, promised women a new maternity ward in the surgical department of the Pitkyaranta district hospital. On February 19, residents wrote in the Atypical Pitkyaranta group that the college, despite the statements of the Minister of Education of Karelia Alexander Morozov, would be closed anyway.
