According to the website of the Investigative Committee for the Kirov region, it has initiated a criminal case on calls for terrorist activities and justification of terrorism against a convicted young man.
According to investigators, a 27-year-old man watched a news story about the activities of the terrorist organization, approved its actions and supported the militants. The criminal case was initiated based on the materials of the FSB department.
As clarified by the regional Investigation Committee, in 2017 five criminal cases under Article 205 ("Terrorist Act") were initiated in the region. Two for the assistance of terrorist activities, and three for public justification and calls for terrorism.
According to the prosecutor's office of the Kirov region, from 2013 to 2016, the number of extremist and terrorist crimes has grown. At the end of 2017, 30 extremist and 12 terrorist crimes were registered.
In 2017, a resident of the Kirov region was convicted for the public justification of terrorism. The investigation believed that he posted an audio that justifies terrorism and intolerance towards people of certain religious views. The court sentenced him to two years in a strict regime colony.
In 2017, legislation on countering terrorism in Russia was tightened. The notions of "propaganda of terrorism" and "recruitment into the ranks of terrorists" was introduced into the Criminal Code. For the first crime a fine of 300 thousand to 1 million rubles is provided or imprisonment for a term of five to seven years. For the second — imprisonment from 8 to 20 years with a fine of 300 thousand to 700 thousand rubles or life imprisonment.
