According to the Telegram channel of the Public Verdict Foundation, the European Court of Human Rights (ECHR) awarded compensation of EUR 3,300 to the director of «7x7» Pavel Andreev for illegal detention and a two-day detention in a Syktyvkar special detention facility pending trial in 2011.
Judges of the ECHR held that the Russian authorities violated the right to freedom and personal inviolability. The deprivation of his freedom for 39 hours, in their opinion, was "unreasonable, incommensurate and arbitrary." The Komi courts violated the fifth article of the Human Rights Convention when they withheld compensation for his detention.
"Despite the fact that two days of arrest brought me 3300 euros, I wouldn’t wish being in the Syktyvkar special detention center on anyone," Pavel Andreev commented. According to him, he will spend this money on "parties".
His interests were represented by the lawyers of the Public Verdict Foundation Irina Biryukova and Ernest Mezak.
On December 9, 2011 Pavel Andreev, as a civilian activist, distributed leaflets to the police stations with an appeal not to obstruct a rally for fair elections. He was detained by police officers on suspicion of "evading conscription." Then he was released, but after several hours detained again: the traffic police accused him of non-payment of a fine of 300 rubles for speeding. Andreev was placed in a special detention center, where he waited for the trial almost two days.
In 2012, the lawyer of the Public Verdict Ernest Mezak appealed against the actions of the police. According to him, Andreev’s detention report stated that he had been detained only "for drawing up a protocol on an administrative offense". The police had no legal grounds to keep the activist in custody for two days before the trial.
In September 2013, Andreev got compensation for the lack of toilet paper and bed linen in the Syktyvkar special detention center; he was also not allowed to take walks.
