Kostroma pensioners could not get welfare benefit because of pensions exceeding two subsistence minimums

The main reason for refusals in welfare benefits under the regional law "On Supporting Citizens of the Older Generation in the Kostroma Region" became pensions that exceeded two subsistence minimums. Such information was sounded on November 14 at a meeting of the social committee of the Kostroma regional Duma.

The law has not yet entered into full force despite the adjustment. In five months of 2016, 58 citizens over 70 turned to help, but only 13 of them received various support measures totaling 50,000 rubles. There is more than 10 million rubles in the regional budget of 2017 for the implementation of the law. For 10 months of 2017 payments were received by 82 people for the sum of 760 thousand rubles. 


The law "On Supporting Citizens of the Older Generation in the Kostroma Region" presupposes benefits for pensioners over 70 years of age.

The subsistence minimum of a pensioner in the Kostroma region in 2017 is 8,450 rubles. Thus, pensioners with an income of no more than 16,900 rubles can count on support measures.
